EIA's June 2026 Electric Power Monthly puts Virginia commercial at 10.99c/kWh, and Electric Choice's August 2026 snapshot reads 10.84c — both above the prior 10.3c read. Virginia's SCC has finalized Dominion's new GS-5 rate class for large loads (25MW+), billing 85% of contracted transmission/distribution demand and 60% of contracted generation demand — effective 1 January 2027.
