市場環境:ボトルネックは系統である
電力がいまや産業を支配していることを最も明確に示す事実がある。2025年、2020年以降で初めて米主要市場の建設パイプラインが縮小し、CBREによれば6,350MWから5,994MWへ減った。同時期に空室率は過去最低、賃料は過去最高(平均で月額196.25ドル/kW、+6.6%)である。開発事業者に不足しているのは需要でも資金でもなく、メガワットだ。過熱市場の電力会社への系統連系申請は、いまや3〜7年の工程、多額の接続保証金、テイク・オア・ペイ条項を伴う。ダブリンとアムステルダムは前サイクルで新規接続の全面停止に踏み切り、シンガポールは政府の配分制度で容量を配給し、北バージニアの電力会社は大口新規負荷について複数年の遅延を公に示している。
市場の反応は、電力アクセスそのものの再値付けだった。電力枠を確保済みの用地——「パワード・ランド」——は、条件が同等の未確保用地の何倍もの価格で取引される。米主要市場で建設中容量の74〜80%をプレリースするテナント(ハイパースケール・ハブを参照)は、実質的に電気の順番待ちをしているのだ。そして最大手の買い手は待ち行列そのものを迂回した。敷地内発電を建て、原子力発電所と契約し、ワークロードを電力の豊かな地域へ移している。
容量を立地させる側にとって、意思決定の順序は逆転した。かつては市場、接続性、土地、電力の順だった。2026年の順序は電力が先である。コスト、工程、信頼性、拡張余地を先に押さえ、それ以外はあとから交渉する。
原子力への転回:10GW超、なお増加中
ハイパースケーラーが自ら資金を出す原子力ルネサンスほど、この産業の電力への切迫と時間軸を物語るものはない。コミット済みのパイプラインはいまや10GWを超える。

この表は総量を過小評価している。契約済み容量に加え、Microsoft、Google、Amazonはいずれもフレームワーク契約を結び、SMRサプライチェーン全体に出資している。実質的に2030年代の製造枠を先買いしているのだ。
ハイパースケーラーではないすべての事業者にとって、教訓は三つある。第一に、大手は20年の電力ポジションを引き受けている。彼らは制約が解消するのではなく持続すると見ている。第二に、SMRの工程が意味するのは、原子力が解くのは2030年代であって2020年代ではないということだ。今後10年の容量を誰が取るかは、つなぎ戦略——敷地内ガスタービン、系統+蓄電、地理的裁定——が決める。第三に、近い将来の原子力は既設炉の再稼働と出力向上だけである。スリーマイル島が20年のコミットメントを引き出し、原子力隣接サイトがプレミアムを取る理由がここにある。
戦略的な結論はこうだ。最大の買い手が数十年単位の発電を押さえるなか、中堅事業者と事業会社は残った系統の余力を奪い合う。結果として、利用可能で信頼でき、価格も妥当な系統電力を持つ市場の価値が不釣り合いに高まる。そうした市場は、ますます東南アジアに集まりつつある。
東南アジアのPPAとDirect PPA:ハイパースケーラーのように電力を買う
企業の電力購入をめぐる東南アジアの規制環境は、この3年で過去20年より速く動いた。域内のデータセンター・パイプライン(ジョホール約4〜5GW、バンコクは約7,460億バーツのBOI承認投資を背景に2.5GWへ接近——タイ分析を参照)がバンカブルである中核的な理由である。
- ベトナムは2024年にDirect PPAを合法化し、大口需要家が再エネ発電事業者と直接契約できるようにした。専用線経由でも、託送料金を払って系統経由でも可能である。域内最安の産業用料金(1kWhあたり約0.07〜0.08ドル)と最低の建設コスト(1MWあたり570万〜870万ドル)と組み合わさり、ベトナムは域内のコスト下限となっている。
- タイはデータセンターを明示的に対象としたおよそ2GWのDirect PPAパイロットを開始し、BOIインセンティブ(高効率施設向けの8年間の免税)の上に重ねた。産業用の系統電力は1kWhあたり約0.10〜0.12ドルで、バンコク都市圏の信頼性は高い。
- マレーシアは大口需要家へのグリーン供給にCorporate Green Power ProgrammeとCRESSの枠組みを提供し、産業用料金は1kWhあたり0.08〜0.11ドル前後である。一方で、データセンター申請の電力・水消費強度を審査するようになった。

素朴な料金比較には二つの補正が要る。信頼性は価格の一部である。 系統事故が頻発する市場では発電機の稼働時間が増え、UPS構成もより厳格になる。実効コストで1kWhあたり0.25〜0.40ドルのディーゼルが入り、表面上の差は縮まる。通電までの時間も価格の一部である。 すでに需要を抱える事業にとって、5年後に通電する0.08ドルのサイトは、18か月で通電する0.10ドルのサイトに負ける。ハイパースケールの賃料196.25ドル/kW/月で見れば、30MWの1年の遅延はおよそ7,000万ドルの逸失収入である。
水は第二のユーティリティである。 蒸発冷却を使う大規模キャンパスは1日100万〜500万リットルを取水し、水ストレスは正式な立地基準になった。マレーシアは申請の水消費強度を審査し、いくつかの管轄では蒸発冷却方式が制限されている。密閉ループや空冷の構成は水使用量を70〜90%削減するが、PUEと電力コストを押し上げる。液冷のAIホール(AIハブを参照)は、この計算をさらに変える。電力と水は、サイトごとに一体で引き受けなければならない。
