市场背景:电网就是瓶颈

电力如今主宰行业的最清晰证据是:2025 年,美国主要市场的在建管线自 2020 年以来首次收缩——据 CBRE 数据,从 6,350 MW 降至 5,994 MW——与此同时空置率处于历史低位、租金处于历史高位(均价每 kW 每月 196.25 美元,+6.6%)。开发商不缺需求也不缺钱,他们缺的是兆瓦。热门市场的并网申请如今面临 3–7 年的时间表、高额接入保证金和照付不议条款;都柏林和阿姆斯特丹在上一轮周期中直接暂停了接入,新加坡按政府配额配给容量,北弗吉尼亚的电力公司也已公开提示大型新增负载将面临多年延迟。

市场的回应,是对电力接入本身重新定价。“可通电土地”——已锁定市电容量的场地——的成交价是同类无电土地的数倍。在美国头部市场预租了 74–80% 在建容量的租户(见我们的超大规模板块),实质上是在为电力排队。而最大的买家干脆绕开了队列:自建现场发电、签约核电站,并把负载迁往电力富余的地区。

对任何要落地容量的人来说,决策层级已经反转。旧顺序是:市场、连通性、土地、电力。2026 年的顺序是:电力优先——成本、时间表、可靠性和扩容余量——其余一切随后再谈。

这张表低估了实际总量:除已签约容量外,微软、谷歌和亚马逊还各自在 SMR 供应链上签署了框架协议并进行了股权投资,实际上是提前买下了 2030 年代的制造产能档期。

对所有非超大规模厂商来说有三点启示。第一,巨头正在为 20 年的电力头寸做授信——他们预计这一约束会长期存在,而不是很快缓解。第二,SMR 的时间表意味着核电解决的是 2030 年代,而不是 2020 年代——过渡方案(现场燃气轮机、电网加储能、地理套利)才决定谁能在这十年拿到容量。第三,现有反应堆的重启和增容是唯一的近期核电选项——这也是三哩岛能拿到 20 年承诺、核电邻址场地能拿到溢价的原因。

战略结论是:既然最大的买家在锁定跨越数十年的发电资源,中端市场的运营商和企业就只能争夺剩下的电网余量——这让有可用、可靠、价格合理电网电力的市场变得格外宝贵。而这类市场正越来越多地出现在东南亚。

东南亚的 PPA 与直接购电:像超大规模厂商一样买电

东南亚企业购电的监管格局,在三年里的推进超过了此前二十年,这也是该地区数据中心管线(柔佛约 4–5 GW;曼谷在约 7,460 亿泰铢 BOI 批准投资支撑下接近 2.5 GW——见我们的泰国分析)具备可融资性的核心原因:

  • 越南2024 年将直接购电协议合法化,允许大用户直接与可再生能源发电方签约——可通过专线,也可通过电网并支付过网费。加上本地区最低的工业电价(约 0.07–0.08 美元/kWh)和最低的建设成本(每 MW 570 万–870 万美元),越南成了本地区的成本地板。
  • 泰国启动了规模约 2 GW、明确面向数据中心的直接购电试点,叠加在 BOI 优惠之上(高能效设施享 8 年免税期)。工业电网电价约 0.10–0.12 美元/kWh,曼谷都会区可靠性良好。
  • 马来西亚为大用户提供企业绿电计划与 CRESS 绿电供应框架,工业电价约 0.08–0.11 美元/kWh——同时如今会按电耗与水耗强度审查数据中心申请。
  • 新加坡无法有效扩大本土发电,转而通过互联电网进口绿电——这是其每 kW 330–475 美元托管价格的成因之一,也是需求外溢到柔佛和巴淡的原因。

电价基准:为什么 0.01 美元/kWh 胜过 100 万美元资本开支

电费是任何数据中心全生命周期中的主导成本。算一下:一座 30 MW IT 负载的机房在 80% 利用率、PUE 1.3 下,年耗电约 273 GWh。因此每 0.01 美元/kWh 相当于每年约 270 万美元——15 年下来约 4,100 万美元,堪比数兆瓦容量的全部建设成本。主要数据中心市场的工业电价基准:

对“只比电价”的做法有两点修正。可靠性是价格的一部分:电网事故频发的市场会迫使发电机组更长时间运行、UPS 架构更严苛——柴油发电的实际成本为 0.25–0.40 美元/kWh——从而缩小标称差距。通电时间也是价格的一部分:对任何有当下需求的企业而言,一个 0.08 美元/kWh 但五年后才通电的场地,输给一个 0.10 美元/kWh 但 18 个月即可通电的场地;按每 kW 每月 196.25 美元的超大规模租金计算,30 MW 延迟一年约合 7,000 万美元的收入损失。

水是第二种公用事业。 采用蒸发式冷却的大型园区每天取水 100 万–500 万升,水资源压力已成为正式的选址标准——马来西亚按水耗强度审查申请,多个辖区已限制蒸发式设计。闭式循环和风冷架构能把用水量削减 70–90%,但会推高 PUE 和电力成本;液冷 AI 机房(见 AI 板块)又会再次改变这道算术题。电力与水必须按站点一并授信评估。

过渡电力:在电网追上之前争取时间

既然核电是 2030 年代的答案、并网排队以年计,这十年的决胜竞争就在于过渡策略——在电网到位之前给容量通电的各种办法:

  • 现场燃气轮机和往复式发动机是过渡方案的主力:10–100+ MW 可在 12–24 个月内建成,发电成本约 0.08–0.15 美元/kWh,取决于气价和利用率。美国多个旗舰 AI 园区已部署数百兆瓦的现场燃气发电作为并网前的主电源。取舍在于排放许可、燃料物流和社区反对——这些在不同辖区的解决速度差异很大。
  • 燃料电池以较小规模提供更清洁的现场发电,许可更容易,但成本高于燃气轮机;适合燃烧许可审批缓慢的城市和受限场地。
