Chindata's zero-carbon data center industrial base sits inside the national 'East Data West Computing' hub park in Qingyang, Gansu, one of the approved computing clusters in China's west-ward compute build-out. Chindata signed a strategic cooperation agreement with the Gansu provincial and Qingyang municipal governments on 22 February 2023 and broke ground the next day, with the National Development and Reform Commission's high-tech division and the National Information Center also party to the ceremony. The site covers about 300 mu (roughly 20 hectares) and is planned for up to 150MW of IT capacity built in phases, with 15,000 cabinets rated 6-50kW; phase one, a 770-million-yuan build on about 90 mu, targets around 3,800 8kW cabinets. Chindata frames the project as a '100% zero-carbon data center' running on direct renewable supply from Qingyang's wind and solar resources, backed by large-scale energy storage and precision PUE control. Phase one's main structure topped out in November 2023, with local reporting describing electromechanical commissioning of the first module underway by late 2024.
