Data Center Moratorium
A data center moratorium is a temporary legal pause on new data center permits, grid connections or construction in a defined area. It is imposed by a government, utility or regulator. Moratoria are usually justified by limits on power supply, water or land use, and they typically last from several months to a few years while authorities draft new rules. Examples include grid-connection pauses in Dublin and Amsterdam, and local council votes in US counties that delay approvals for a year. For developers, a moratorium freezes pipeline projects, lengthens time to market and pushes demand toward neighbouring jurisdictions or into existing capacity, which tends to raise colocation rents in the affected market. Projects with permits already granted are often exempt.
