Construction proceeds in phases: Phase 1 broke ground in 2023 on a roughly 220-mu site with four data center buildings and a dedicated 110kV substation; Phase 2, approved by local authorities in January 2025, covers about 205,000 sqm of land and over 207,000 sqm of floor area across six data center buildings, a six-story integrated building, generator buildings and a 220kV substation, with reported cabinet capacity implying on the order of 190MW of IT power; Phase 3 land procedures were underway in early 2025. Total investment across all phases is reported at roughly RMB 12 billion. No independent Uptime Institute or TIA-942 certification has been published for the site, and exact aggregate MW and cooling design have not been disclosed by ByteDance itself.
