Huawei's own phase 1 went into operation in 2016; later phases followed, with phase 4 (about 36,000 sqm) starting construction in March 2020 and delivered in May 2021. Huawei's published operating figures for the site cite a PUE as low as 1.15, water usage effectiveness of 0.6 L/kWh and system availability of 99.9999%, achieved using the company's own indirect evaporative cooling and AI-driven iCooling optimization. The site has been designated a National Green Data Center and included in China's National New-Type Data Center program. Along with Gui'an and Wuhu, Huawei names Ulanqab as one of its three major cloud core hubs, and the city has also hosted the Global Smart Green Data Center Summit. Detailed phase-by-phase investment and rack counts are reported mainly in Chinese business press rather than a single Huawei document, and power capacity in MW has not been published.
