The incumbent telecom operator presented this Pavlodar facility in December 2012 as the first data center in Central Asia built to Tier III class, and it is still the site Kazakhtelecom markets for colocation, dedicated servers and its cloud platform. The published configuration is 1,000 sqm of hall space, 320 racks (about 11,000 rack units) and 4.2 MW of installed power, with three 2,500 kVA diesel generators in an N+1 arrangement and the 99.982% availability figure that goes with the Tier III definition. The building was developed jointly with Hewlett-Packard. In the Uptime Institute register the site appears with Tier III Certification of Constructed Facility — the award that requires an audit of the built plant rather than of drawings alone, which is uncommon for a facility of this vintage in the region. Kazakhtelecom operates a much wider estate of Tier II and Tier III rooms across the country, connected by its own backbone, but does not publish capacity for those sites. Buyers should read the location strategically: Pavlodar region is Kazakhstan's coal-power heartland, and the same region now hosts the Ekibastuz Data Center Valley campus, so grid capacity, tariffs and network routing there are being reshaped by a far larger project run by the same operator.
