Why prices sit where they do

Kazakhstan is the one market in this region where the pipeline dwarfs the installed base. The catalog records 165 MW across nine facilities, but only five are operational and almost all of that capacity sits in the four under construction — AKASHI in Astana, Freedom's site in the Alatau special economic zone, Beeline's Almaty build and the Ekibastuz campus KT-Telecom is developing with Firebird. Power at $0.086/kWh is cheap against Ukraine's $0.181, but it is rationed rather than abundant: generation is coal-heavy and KEGOC's 2024 balance shows output below consumption, which is why new capacity is being pushed to Ekibastuz next to the generation instead of into Almaty. Eight operators are named and all but AKASHI are incumbents — telecom, bank or holding groups. For a buyer that means quotes come from balance-sheet operators, not from a competitive carrier-neutral retail market.
