EMACOM Data Center Virtudes

EMACOM, part of the Madeira regional utility group EEM, is building a new data center at Caminho das Virtudes in Funchal, next to an existing electrical substation, as the primary hosting site for the Autonomous Region of Madeira's public administration. The €15.5 million project is financed by the regional government with support from Portugal's PRR recovery-and-resilience plan, and is designed to a 'Tier 3' standard. Beyond government workloads, EMACOM markets the facility for colocation, dedicated hosting and tailored infrastructure aimed at telecom operators, ISPs and other digital-driven businesses on the island, which sits far from mainland Portugal's core data center clusters around Lisbon. EMACOM is building a redundant twin facility near the Água de Pena substation in Machico, with a disaster-recovery site planned on the neighboring island of Porto Santo. Connectivity runs through EMACOM's stake in the EllaLink transatlantic submarine cable, giving Madeira a scalable fiber pair rated up to 30 Tb/s. As of this listing the facility was targeting completion in the first half of 2026.
