Aligned Data Centers Project Phoenix

Aligned Data Centers broke ground on Project Phoenix on September 10, 2026, redeveloping the shuttered 660-acre Bruce Mansfield coal-plant site in Shippingport, Beaver County, roughly 25 miles northwest of Pittsburgh, into a three-building, 2 GW hyperscale AI and HPC campus. Each of the three planned data center buildings spans over 600,000 sq ft, and the site sits directly beside a newly converted 3.6 GW natural-gas power station that Aligned and partner Frontier Group of Companies are redeveloping in tandem, giving the campus dedicated behind-the-meter generation rather than a draw on the regional grid. Aligned says the arrangement should ultimately return surplus capacity to PJM, the grid operator serving Pennsylvania and much of the mid-Atlantic, rather than compete with residential and industrial load for scarce interconnection. The facility's cooling design uses a closed-loop system built around recycled, deionized water, which Aligned says keeps ongoing operational water draw comparable to a standard office building rather than a conventional evaporative-cooled data center. Construction is expected to support roughly 3,000 jobs on site and about 640 permanent operating roles once complete, anchoring an estimated $10 billion in regional investment; no completion date for the first building has been published.
