Why prices sit where they do

Kyrgyzstan has the cheapest power in this index at $0.050/kWh — under a third of Ukraine's $0.181 — and almost no capacity to spend it on. One facility is recorded: Datatime in Bishkek, 500 kW across roughly 100 racks, with two 6 kV feeds, two 1 MW generators holding twelve hours of fuel, and a Tier III Design certificate. The tariff needs care before it goes into a model. The headline 4.33 KGS/kWh is the commercial rate; energy-intensive consumers pay 6.84, the regulator assigns the category, and landing in the higher one raises the power line by roughly 1.6x. Generation is almost entirely hydro with sharp seasonality, the country imports in low-inflow winters, and an energy state of emergency has been in force since August 2023. Cheap power here is a winter-import question, not a settled input.
