AzInTelecom, a state-owned operator under the Ministry of Digital Development and Transport, runs the data centre estate behind Azerbaijan's Government Cloud and its AZCLOUD commercial platform. The ministry describes AzInTelecom as the first operator in Azerbaijan and the South Caucasus holding a TIER III certificate together with ISO 20000, ISO 22301 and ISO 27001. Baku is the primary availability zone: public information systems were consolidated into the Government Cloud under Presidential Decree No. 718 of 3 June 2019, and the ministry states the platform runs across four data centres — active, backup, archive and test — with equipment on an N+1 basis and a stated availability level of 99.982 percent, with physical and cyber protection handled jointly with the Special State Security Service. A further data centre was later built inside AzInTelecom's Baku administrative building to extend the technical capacity of the existing site; it received a TIER III Design certificate of conformity issued by the Uptime Institute. Separately, AzInTelecom deployed Azerbaijan's first supercomputer centre — the Deputy Minister of Digital Development and Transport said in December 2025 that 32 NVIDIA H200 GPUs had been installed and were already being used by public agencies — though the operator has not stated which of its sites hosts it. Buyers should note that IT load, floor area and rack counts are not published, and that the estate is oriented first to government workloads, with commercial capacity sold through AZCLOUD and the AZINCLOUD self-service portal.
