Why prices sit where they do
Azerbaijan has the second-cheapest power in this index at $0.062/kWh, and one of the very few operators anywhere in the region that publishes a rate card at all. Delta Telecom lists 700 AZN per rack per month — about $412 at the 1.70 manat peg — plus 30 AZN per 1U, 76.27 AZN per kW of power and 152.55 AZN for rack cooling, all before 18% VAT. It also states both Uptime Tier III Design and Tier III Facility awards, the strongest certification claim in the Caucasus. The rest of the market is state infrastructure: three of the four recorded facilities belong to AzInTelecom and carry the Government Cloud, with a national data center on Absheron under construction against a EUR 43m EIB loan whose appraisal documents a colocation module for customer equipment. No operator here publishes capacity, so the megawatt column stays empty.
