FLOW Digital Infrastructure, the data center platform of Asia-Pacific investment firm PAG, announced on July 29, 2025 that it had begun construction on a two-building colocation campus in central Tokyo, close to the established Otemachi and Toyosu data center clusters. The two buildings, TK7 and TK8, are designed for a combined 30 MW of IT load; TK7 alone carries a 6 MW design and is targeted for ready-for-service in Q1 2027, with TK8's capacity and timeline to follow. The site sits on land FLOW describes as scarce in central Tokyo, where established colocation hubs face limited available power and land compared with the outer Inzai and Chiba clusters that host most of the region's hyperscale campuses. On completion FLOW expects the campus to rank among the largest colocation facilities in central Tokyo proper, giving carriers and enterprises low-latency access without the commute to the Inzai corridor. The Tokyo campus is part of a broader FLOW buildout across the Asia-Pacific region that PAG says spans eleven sites and more than 170 MW of current and planned IT capacity, reflecting continued investor appetite for Tokyo colocation even as Japan's biggest operators pour billions into outer-metro hyperscale capacity.
