Why prices sit where they do

Latvia's record centers on Riga, with one exception in nearby Salaspils, and splits between two groups holding real Uptime Institute Tier III certificates — Delska (three buildings, led by its 10 MW, AI/HPC-oriented flagship DC1) and the majority state-owned Tet, whose Dattum and newly opened DC7 sites make it the only Latvian operator with two separately Tier III Constructed Facility-certified buildings. Five smaller Tet sites and a handful of independent operators (LVRTC, VERnet, CloudHosting, Baltcom, Bite) round out a fifteen-facility market, though most disclose neither power nor floor space. DC7's waste heat now feeds Salaspils' district-heating network, echoing a pattern seen across the Nordics. At $0.178/kWh, Latvia's business electricity price sits below Lithuania's and Germany's, but above Estonia's, its lowest-cost Baltic neighbor. Riga is the only Baltic capital with more than one independently certified Tier III facility.
