VEON's Kazakh mobile operator announced the start of construction on 8 December 2025, positioning Hyper Cloud as the anchor of a sovereign cloud and AI compute platform in Almaty. The declared service mix is IaaS, PaaS, BaaS, GPU-as-a-Service and Security-as-a-Service, aimed at small and medium enterprises, developers and public-sector customers, with the data-residency argument doing most of the selling: all customer data stays inside Kazakhstan, which is what national security and data-sovereignty rules increasingly require. The operator describes the facility as Tier III and says it will provide full-service redundancy within Beeline's own infrastructure, but it is a self-declared design level — no Uptime Institute certificate for the site appears in the register — and VEON has published neither capacity in megawatts, nor rack count, nor floor area, nor the total investment. Go-live is targeted for the end of 2026. The strategic read is that a mobile operator is entering a market previously divided between the fixed-line incumbent Kazakhtelecom, bank-owned Kazteleport and state-linked Transtelecom; VEON cites more than 18,000 IT companies now operating in Kazakhstan, up 16% in three years, as the demand basis.
