Freedom Holding Corp., the brokerage-turned-conglomerate led by Timur Turlov, broke ground on 21 April 2025 in the Alatau special economic zone (Park of Innovative Technologies) outside Almaty, with the digital development minister and a deputy akim of Almaty attending. The published design is 480 racks provisioned at up to 15 kW each, 7.2 MW of IT load and about 13 MW of total site consumption including cooling and support systems, on a 2.5-hectare plot. Construction is split into two stages of 240 racks. The budget is stated as KZT 75bn for construction plus KZT 100bn for equipment, KZT 175bn in total. The Uptime Institute register lists Freedom Cloud Almaty with Tier III Certification of Design Documents, and a sister site, Freedom Cloud Karaganda Stage 2, with the same award. Freedom says it already runs seven data centers in Kazakhstan and plans further capacity in Karaganda, Almaty and Astana. Two things make this project commercially interesting beyond its size: it signed a partnership with AWS in April 2025, unusual for a local operator in Central Asia, and the group frames the site as an alternative Europe-to-China data transit route through Kazakhstan rather than purely as domestic capacity.
