NITEC Data Center

This is the state-adjacent end of the Kazakh market. National Information Technologies (NITEC) has been the designated operator of the information and communication infrastructure of Kazakhstan's e-government since a 2016 government resolution, and Transtelecom — one of the country's national fibre carriers — appears in the Uptime Institute register as the client of record for the NITEC Data Center in Astana. The Uptime certificates are the hard facts here: Tier III Certification of Design Documents issued in January 2023, followed by Tier III Certification of Constructed Facility in May 2024, which means the built plant was audited rather than only the drawings. Transtelecom also holds a Tier III design certificate for a second Astana site listed as NQZ Data Center TTC. Neither Transtelecom nor NITEC publishes capacity, rack count or floor area for these facilities, and Transtelecom's public colocation pages describe redundancy in general terms only, so a buyer must request the technical dossier directly. Context matters for anyone sizing the opportunity: state workloads today sit on a small, concentrated footprint in the capital, which is the stated reason the government is backing a far larger campus in Ekibastuz.
