Why prices sit where they do

Saudi Arabia enters the catalog through two facilities at opposite ends of the country's data center map: Gulf Data Hub's KAUST 1 in Thuwal, a 14.4 MW vendor-neutral building on a university research campus, and Center3's Khurais site in Riyadh, where stc's infrastructure arm added 9.6 MW of hyperscale capacity in 2023 without disclosing the building's total capacity. Commercial power runs about $0.074/kWh on GlobalPetrolPrices' read, tracking SERA's own 22-32 halalas/kWh commercial tariff bands — cheaper than the UAE's $0.110 and well under Singapore's $0.262, backed by the kingdom's domestic gas supply and a growing solar buildout. Riyadh is Center3's largest declared metro, with the operator claiming more than 25 facilities and a 300+ MW pipeline target nationally, though only the Khurais expansion carries a published capacity figure so far — most of that portfolio remains undocumented by name outside operator marketing claims.
