Kyivstar, Ukraine's largest mobile operator, sells colocation from its own commercial data center in Kyiv, housed in a secured building the company owns. In spring 2020 the site more than doubled its floor area and power, upgraded security and now accommodates over 3,300 units, including in shielded cabinets. Power is delivered on two independent inputs from the city grid plus the operator's own transformer substation; if centralised supply fails entirely, equipment continues to run on UPS reserves and a diesel generator station. Cooling uses precision industrial air conditioning with double redundancy in air-conditioner capacity, and fire protection is an automatic gas system that does not damage equipment. Physical security is documented in unusual detail for the Ukrainian market: electronic access cards with tiered permissions, magnetic and mechanical locks on every entrance and exit, reinforced concrete walls with emergency locks, on-site guards and 48 cameras recording around the clock. Shielded cabinets meet National Bank of Ukraine requirements, and separate rooms with elevated access restrictions are available — relevant for banks and regulated customers. The operator states that the combined protection and redundancy systems correspond to Tier III reliability per Uptime Institute requirements; this is a self-declaration, not a published Uptime certificate. Information security management is certified to ISO/IEC 27001:2013. Electricity is billed at a fixed rate included in the service price, which shifts tariff and diesel risk to the operator.
