Why prices sit where they do

Ukraine has the most expensive power in this regional group at $0.181/kWh, and it is the only market here where generator hours belong in the quote rather than in a contingency line. All five recorded facilities are in Kyiv and all five are operational, totalling 6.6 MW — figures that reflect what operators disclose, not the size of the market. De Novo is the only operator publishing a component-level specification; PARKOVY is the only one holding an actual Uptime certificate, and the rest self-declare Tier III. What operators do document in detail is autonomy: De Novo states up to 72 hours on stored fuel with refuelling under load, GigaCenter runs 1.2 MW of diesel against a 4 MW grid feed, and Adamant includes three generator hours a month before metering starts. Ask for the outage log alongside the SLA, and price fuel separately.
