Why prices sit where they do

Ireland's price level is set administratively rather than by the cost of building. The grid-connection moratorium in the Dublin region means new capacity cannot simply be added where the demand is, so the scarce asset is an existing energised connection and the operators holding one price accordingly. Commercial power at $0.21/kWh is unremarkable, close to Japan's $0.201 and less than half the United Kingdom's $0.442, which tells you the premium here is not an energy premium.
