Why prices sit where they do

Abu Dhabi's numbers describe a market being built rather than one being sold: three of six catalog facilities are operational, three are in the pipeline, and 262 MW is recorded across them against 200 MW spread over Dubai's eight sites. Average footprints are larger here, and the operator list explains why — Khazna, Microsoft and the Microsoft–G42 joint build are adding sovereign and AI capacity at campus scale, with two of the six classed AI-ready. That changes the buying process more than it changes the rate. Campus capacity at $0.110/kWh is contracted years ahead in multi-megawatt blocks, often before energisation, so there is no retail rate card to reference and the negotiable terms are delivery date and power commitment rather than price per rack. One site carries Tier III or IV certification. A buyer needing certified space to occupy this quarter should look at Dubai; a buyer needing tens of megawatts later should be here.
