Why prices sit where they do

Vietnam has the second-lowest commercial power cost in this index at $0.078/kWh — under a third of Singapore's $0.262, and below Thailand's $0.128 or Malaysia's $0.129 — and almost none of the capacity that normally follows cheap power. The catalog records 30 MW across five facilities, against 1,118 MW planned at Kulai in Johor alone. Four of the named operators are domestic telecoms groups: VNPT, Viettel IDC, CMC Telecom and FPT. That composition, not the tariff, sets the price. With no carrier-neutral hyperscale bench and no international operator competing for retail cabinets, a quote reflects what a state-linked incumbent chooses to charge rather than a market rate. Two of the five sites carry Tier III or IV certification, so certified stock exists but is thin. Treat Vietnam as a domestic-demand and data-residency market: the low tariff is a reason capacity will get built here, not yet a reason your rack rate will be low.
